What is the EU parcel fee introduced in July 2026?
From 1 July 2026, the EU applies a temporary €3 customs duty per item on all e-commerce consignments valued at €150 or less imported from outside the EU. This is in addition to the VAT that was already applied. The legal basis is Council Regulation (EU) 2026/382.
Was the €150 customs exemption abolished?
Yes. The EU abolished the previous €150 customs duty exemption for low-value goods effective 1 July 2026. Previously, parcels under €150 were exempt from customs duty (though VAT still applied via IOSS). Now a flat €3 fee per item applies.
Does Temu charge the EU customs fee?
Temu typically collects applicable import fees at checkout for EU orders, using the IOSS (Import One-Stop Shop) system. This means the customs duty and VAT are included in the price you pay at checkout, rather than paid to the carrier upon delivery. Verify the fee breakdown shown at Temu's checkout.
How long does the €3 fee last?
The €3 flat fee is a temporary measure valid from 1 July 2026 until 1 July 2028. From July 2028, the EU Customs Data Hub will be operational and standard tariff schedules will apply to e-commerce imports.
Does the fee apply to every item or every parcel?
The €3 fee applies per item, not per parcel. So a parcel containing 3 items would incur a €9 customs duty total, plus VAT on the total value including those fees.
