Product Identifiers (PIDs) become mandatory for all consignments under the new customs regime. Sellers and carriers must include PIDs in customs declarations. Parcels without valid PIDs may face delays or additional scrutiny.
Note on the €2 Handling Fee
Earlier EU reform proposals (2023–2024) discussed a potential €2 handling fee to be introduced in a second phase. Our review of the official June 2026 guidance (Council Regulation (EU) 2026/382) did not confirm a separate €2 fee for November 2026. The November 2026 change confirmed in official guidance is the PID mandate only. We will update this page when official confirmation is available. Do not rely on the €2 figure until confirmed.

The temporary €3 flat fee expires. The EU Customs Data Hub becomes operational. Standard customs tariff classifications (HS codes) will apply to all e-commerce imports, replacing the flat €3 measure.

What changes in November 2026 for EU parcel imports?
From 1 November 2026, Product Identifiers (PIDs) become mandatory for all e-commerce consignments valued at €150 or less. PIDs are standardised product codes included in customs declarations to improve traceability and verify declared values.
Does a new fee apply in November 2026?
The verified change is the PID mandate. The €3 customs flat fee introduced on 1 July 2026 continues unchanged in November 2026. Our research did not find official confirmation of a separate €2 handling fee for November 2026 — this was discussed in earlier reform proposals but does not appear in the June 2026 official guidance.
How will PIDs affect consumers?
Consumers are not directly responsible for PIDs — sellers and carriers provide them. However, parcels from sellers that do not include valid PIDs may face delays or additional customs scrutiny from November 2026 onwards.
When does the temporary €3 fee expire?
The temporary €3 flat customs duty per item expires on 1 July 2028. From that date, the EU Customs Data Hub is expected to be operational and standard tariff classification schedules will apply.
